The sea becomes animated, fully alive in this beautiful picture. Is the sea looking at that gorgeous dune in the distance or the eyes from the ship of a European first landing, or the eyes of Native Americans in search of seafood. Whoever is looking, wow..it is a sight to behold.
There is the sense of a watcher, I think. Good comment!
